According to the new Immigration Law, foreign citizens who wish to obtain PR in Russia must prove their knowledge in the Russian Language, legislation, and history. Russian Permanent visa holders have rights similar to Russian citizens, except the voting rights and conscription for military service. Russian Permanent Visa is to be renewed every 5 years.
